Completing a Darkest Dungeon quest will mark your hero as a veteran, removing them from the roster limit. This issue is also made larger by districts giving buffs to dead and alive heroes, making the save larger. The older a save gets (as in the more weeks you pass in game) the larger the save becomes. Darkest Dungeon (the game) will start to fail in saving and loading a save if it is over 20MB.
